Mid-Summer Provincial Nominee Program Update

From coast to coast, Canada’s Provincial Nominee Programs (PNPs) continue to allow workers, graduates, entrepreneurs, and their families with a pathway to Canada. The first half of the summer has seen plenty of activity, particularly from Ontario, Nova Scotia, British Columbia, Manitoba, and Alberta.

Through the PNPs, Canadian provinces can nominate individuals for immigration to their province. Some PNP streams, known as enhanced streams, are aligned with the federal Express Entry selection system. Streams that are entirely separate from Express Entry are known as base streams. An enhanced nomination results in the applicant receiving 600 additional points under the Comprehensive Ranking System (CRS) and an Invitation to Apply (ITA) for permanent residence at a subsequent draw from the pool.

Under Canada’s Immigration Levels Plan for 2017, the government has set a target to bring in up to 54,000 new permanent residents this year alone.

Ontario

The government of Ontario’s immigration department has been busy on the over the past few weeks, inviting a range of applicants to settle in the province via the Ontario Immigrant Nominee Program (OINP).

A new strategy introduced towards the end of June for the Express Entry-aligned Human Capital Priorities stream allowed OINP officials to search the Express Entry pool for candidates with experience in an Information Technology (IT) occupation. This strategy lasted one week but may be rolled out again, either for IT professionals or with other occupations in mind.

Candidates with experience in one of the following occupations were prioritized for selection, even if they scored less than 400 points under the Comprehensive Ranking System (CRS). Normally, Ontario only invites candidates with 400 or more CRS points.

NOC 2133: Electrical and Electronics Engineers
NOC 2147: Computer Engineers (Except Software Engineers and Designers)

All the while, under the Human Capital Priorities stream Ontario has continued to issue Notifications of Interest (NOIs) on a weekly basis to a broad range of candidates who may not necessarily have IT-related experience.

Moreover, the OINP continues to welcome applications under its other streams, which include options for French speakers, tradespersons, graduates, and entrepreneurs. On July 20, Ontario announced that foreign workers and international students/graduates could now apply for a base OINP nomination under the Employer Job Offer streams.

Nova Scotia

On July 5, Nova Scotia reopened its Nova Scotia Demand: Express Entry stream. This was welcome news for candidates in one of the 16 target occupations, which includes occupations in finance, health care, engineering, information technology, academia, social work, and law.

For just a few hours after the stream reopened, certain Express Entry candidates in the following occupations were able to submit an application to the Nova Scotia Nominee Program (NSNP) without a job offer.

NOC 1114: Other financial officers
NOC 1123: Professional occupations in advertising, marketing and public relations
NOC 1241: Administrative assistants
NOC 1311: Accounting and related clerks
NOC 2131: Civil engineers

NOC 2174: Computer programmers and interactive media development
NOC 2281: Computer network technicians
NOC 2282: User support technicians
NOC 3012: Registered nurses and registered psychiatric nurses
NOC 3233: Licensed practical nurses
NOC 4021: College and other vocational instructors
NOC 4211: Paralegal and related occupations
NOC 4212: Social and community service workers
NOC 6235: Financial sales representatives
The intake period closed the very same day, proving again the perpetual popularity of this particular immigration stream.

British Columbia

Over recent weeks and months, BC has joined the ever-growing group of provinces that are looking for IT/tech professionals. In BC’s case, the advent of tech-only draws through the British Columbia Provincial Nominee Program (BC PNP) was announced after six such draws had taken place from May through to July. It should be noted that BC also continues to invite workers and graduates in non-tech occupations.

BC’s strategy may be seen as an effort to leverage the BC PNP into a wider goal to make the province, in particular the Greater Vancouver Area, one of the largest and most successful tech hubs in North America.

Manitoba

Skilled workers and business immigrants have been the big winners so far this summer under the Manitoba Provincial Nominee Program (MPNP). Most recently, on July 11, a total of 494 workers were issued a Letter of Advice to Apply (LAA). With this letter, an individual may submit an application for a provincial nomination certificate under the MPNP.

The MPNP for skilled workers includes two categories, one for overseas workers and one for workers in Manitoba. These immigration options may be attractive to individuals who may not necessarily be eligible under the federal Express Entry selection system, as the eligibility requirements are different. For example, the MPNP awards points for language proficiency equivalent to Canadian Language Benchmark (CLB) 4 to candidates in certain occupations, a much lower threshold than what is required under the Federal Skilled Worker Class. Manitoba’s skilled worker stream operates on a unique points system, and potential applicants must first register an Expression of Interest before they may be invited to apply.

For entrepreneurs, earlier this month Manitoba announced that 90 LAA’s had been issued through May and June for its business stream (MPNP-B). This stream allows Manitoba to nominate qualified business people who have the intent and ability to make a significant investment in a new or existing business and hold an active managerial role in Manitoba.

Alberta

At the time of writing, Alberta has issued 3,150 provincial nomination certificates so far in 2017 under the Alberta Immigrant Nominee Program (AINP), which has an allocation of 5,550 nominations for the year. Though Alberta does not currently align any AINP with Express Entry, individuals with a nomination certificate may apply to the Canadian government for permanent resident status.

The AINP consists of three main streams:

The Strategic Recruitment Stream is for tradespersons, engineers, and post-graduate workers.
The Employer-Driven Stream comprises of three categories for skilled workers, international graduates, and semi-skilled workers.
The Self-Employed Farmer Stream is a way for individuals to purchase and develop a farm in Albert

Global Talent Stream Adds a New Hiring Option for Employers in Canada

It is only a few weeks since the Global Talent Stream was launched, and already employers in Canada’s IT/tech sector are noticing how the new initiative may help their business grow.

Companies and workers alike are attracted by the two-week work permit processing standard, which allows positions to be filled quickly. In turn, this feature of the Global Talent Stream should help businesses reach their true growth potential.

However, it should be noted that the Global Talent Stream does not replace any previously existing temporary work permit option. Rather, it has been introduced in addition to those plentiful options. As a result, businesses are weighing up which route is right for them and their employees.

“The most motivating factor of the Global Talent Stream is the quick turnaround of being able to bring someone in from the outside. It’s seamless. The turnaround to bring in a foreign worker is the same as it would be to bring in a worker from here [Canada],” says Ivan Cardona, President at Opticca, a Montreal-based consulting and technology services company that specializes in helping IT organizations align with business objectives.

“With that kind of lead time, you’re making companies like mine way more competitive. To be able to turn around a qualified resource within two weeks is an amazing ability.”

Unless a foreign worker has an open work permit, it is typically the case that he or she needs a job offer before beginning the process of obtaining a Canadian work permit.

Fortunately for these workers, Canada’s tech sector is experiencing a lengthy period of growth that shows little sign of abating. This brings about job opportunities in Canada’s largest cities, such as Toronto, Montreal, and Vancouver, as well as smaller urban centres such as Waterloo and Halifax, among others.

Although Opticca doesn’t intend on hiring under the Global Talent Stream immediately, Cardona explains that “Anybody who knows the challenges of hiring internationally should be monitoring this program, absolutely. It could change doing business in a very positive way. If I get into high growth — and we all want to — then the program becomes very interesting for me, because then at that point for every foreign worker I bring in who is highly qualified, I could bring in a junior resource from here to train.”

Other options

If applicable in their case, employers in Canada may consider bringing workers to the country as intra-company transferees or under an international trade agreement, such as NAFTA. And while employers may pursue the route of applying for a Labour Market Impact Assessment (LMIA), certain occupations may be exempt from advertising requirements in certain parts of the country. For example in Quebec, home to the tech hub that is Montreal, no advertising is required when hiring under a range of IT-related occupations.

Typically, the process of obtaining a LMIA includes a minimum advertising requirement that stipulates the length of time the ad must be posted for, as well as where it may be posted. This process can eat into a company’s time and, to some degree, its budget.

On the other hand, as the Global Talent Stream in an entirely new initiative the government will provide a more ‘hands on’ approach to program oversight. This may include more regular interaction with the employer; some employers may see this as a positive feature, while others may prefer a lesser degree of ongoing interaction with government officials.

“The government of Canada recognizes that a ‘one size fits all’ approach would not work, especially in a country and an economy as diverse as Canada’s. Consequently, a range of options are presented for employers and foreign workers looking to work in Canada,” says Attorney Daniel Levy from the Campbell Cohen law firm.

“The increased range of options means that employers and workers may need some guidance in optimizing their international hiring practices.”

Global Talent Stream criteria

Employers seeking to hire in certain categories of the National Occupation Classification (NOC) list of occupations may do so under the Global Talent Stream. These occupations are listed below. The list, which has been developed through collaboration between the government, labour market experts and key stakeholders, is subject to change based on labour market needs.

A separate category has been established for high-growth companies who can demonstrate a need to hire specialized talent. Employers under this category must be referred to the Global Talent Stream by a designated referral partner.

Employers in both categories are required to meet conditions relating to the payment of skilled workers. Foreign workers hired through the Global Talent Stream must be paid at the prevailing wage or higher. The prevailing wage is defined as the highest figure of either:

the median wage for the occupation and job location on Canada’s Job Bank;
the wage within the range an employer pays current employees in the same position at the same location, with the same skills and experience; or
the minimum wage floor as defined in the Global Talent occupations list (if applicable).
Other recent changes

In another change brought in on June 12, the same day the Global Talent Stream was launched, workers in occupations classified as NOC skill type 0 or A may enter Canada to work for one 15-day stay within a six-month period, or one 30-day stay within a 12-month period, without first obtaining a work permit.

In addition, researchers undertaking a project in Canada may stay for up to 120 days within a 12-month period without a work permit, as long as they are working on a research project at a publicly-funded degree-granting institution or affiliated research institution.

Pathways to permanent residence

Many foreign workers who come to Canada — across a range of occupations and through various streams and programs — wish to settle permanently. IT professionals are in a particularly strong position when it comes to immigration options in Canada, as their experience and skill sets are in demand across the country.

Over the past year many provinces have prioritized these workers in their Provincial Nominee Programs (PNPs), particularly in their PNP streams that align with the Express Entry selection system. canada has been ranked as the top country outside Europe, and the second-best country worldwide, to live as an immigrant. Only Sweden is ranked higher than Canada.

U.S. News and World Report, which compiled the ranking, assesses 80 countries based on their economic stability, income equality, and labour markets in order to create its lists. Thousands of business leaders and members of the public are consulted in order for the ranking to be compiled.

On this occasion, the United States was ranked in seventh place, behind Norway.

Although Canada was pipped to the number 1 position by Sweden, the immigration project launched by U.S. News and World Report is part of an overall attempt to determine the world’s “best” countries based on a range economic and social attributes. In that overall ranking, Canada also ranks in second place, but Sweden comes in sixth, showing Canada’s strength across a wider range of assessment factors.

For the immigration rankings, U.S. News and World Report looked at the share of migrants in a country’s population, the amount of money migrants in each country were able to send abroad, and United Nations rankings of integration policies in different countries, among other factors. Canada was given strong marks not only for its healthy economy but also integration measures for immigrants, such as language training.

Interestingly, Canada comes out in first place when assessed under the Education factor. The report notes that primary and secondary education in Canada is free and mandatory, and that Canada’s de-centralized federation allows provinces to provide structure to the education system at a more localized level. Students in Canada score above average on the Organization for Economic Co-operation and Development (OECD) Program for International Student Assessment.

The top 10 positions in the immigration list were dominated by European and North American countries:

Canada is ranked higher than other countries that have broadly similar ‘Expression of Interest’ economic immigration systems, such as Australia and New Zealand (in Canada, this system is known as Express Entry). Canada is also ranked higher than countries that share a similar climate, such as Finland and Norway. In addition, countries that have mixed market economies similar to Canada’s, such as the United States, are overall a worse bet for immigrants.

“Our aim with this package was to focus on the economic aspects of immigration and the impacts this could have on a country’s perceived standing in the world,” said Deidre McPhillips, a data reporter who helped design the rankings.

The research comes after an OECD report published in June, in which developed nations were urged to work hard to integrate immigrants to the mutual benefit of host and origin countries.

“All our evidence points to the fact that migration, if well managed, brings benefits to host countries as well as to the migrants themselves,” stated Angel GurrĆ­a, OECD Secretary-General

“We should look at this mega trend in terms of the opportunities it brings, in terms of skills, diversity and economic potential, rather than as a threat to our economies and communities.”

Moving to Australia

Moving to Australia can be an amazing experience. Although it is the sixth largest country in the world at over 3 million square miles, it is only home to 21 million people, which ensures that natural beauty dominates over suburban landscapes (especially out of the main cities). According to the Human Development Index (HDI), Australia is ranked 7th out of a total of 174 countries with this ranking being based upon high scores in GDP, life expectancy, literacy and education. It is perhaps due to these reasons that Australia is so popular with people who are moving overseas.

Cost of living in Australia
Expatriates moving to Australia from Europe will generally find that the cost of living in Australia to be relatively high when compared with that of their home country and in recent months this has continued to rise at a breakneck pace. The 2012 Mercer Cost of Living Australian cities continue to rank high on the list in the Asia Pacific region and, following the strengthening of the Australian dollar, have all experienced further jumps up the global list since last year. Sydney (11) and Melbourne (15) experienced relatively moderate jumps of three and six places respectively, but Perth (19) and Canberra (23) both jumped 11 places. Brisbane (24) rose by seven places, and Adelaide (27) shot up 19 places. In addition to facing high living costs in Australian cities, expatriates may also find that they are paid less and face higher tax bills here. Language
English is the official language spoken in Australian and you will have no problem communicating or conducting business when moving to Australia if you speak English. The population consists mostly of Caucasian (92%) and Asian (7%) with Aboriginal and other cultures accounting for just 1%.

Climate
Australia is so large that it actually experiences an extremely varied climate; different parts of the country experience different weather patterns. Northern Australia is tropical, with hot and humid weather and seasonal monsoons. In contrast, Southern Australia experiences a temperate climate with distinct seasons. Summers are long and hot while winters are cool and occasionally wet. Western Australia is hot and dry in the summer and cool in the winter with temperatures often falling as low as 7 or 8°C. Even in today’s economic crisis, unemployment is low. There are plenty of jobs of all levels available to those who want them. Moving to the UK

Moving to the UK can be a daunting experience but doing so offers expats a life in a historical and cultural country. Cost of living in the United Kingdom
The cost of living in much of the United Kingdom, especially in the big cities, is fairly expensive and while wages usually reflect this, day-to-day items will undoubtedly be more expensive than in your home country. In the 2012 Mercer survey, London was named as the 25th most expensive city in the world in which to live, a drop from the previous year's position at 18 on the list. At 133, Birmingham moved up 17 places on the previous year, having overtaken Aberdeen (144) and Glasgow (161). Belfast (165) is the UK’s least expensive city, but was up 13 places in the ranking since 2011.

Real estate in the United Kingdom saw a huge boom throughout the late 1990s, which sent prices spiraling to record highs. House prices have fallen and while it is a buyers market, only those with cash readily available can take advantage of the price. Property in the main cities, London in particular, is very high and many people have been priced out of these markets.
